What’s the difference between an OPP and an RCMP detachment?
When the National Police Protective Association (NPPA) came to Ottawa in April, it was greeted with a warm welcome.
“This is the first time they’ve ever come here and met with us,” says Jim Deacon, NPPA president.
“We’re all in the same boat.”
But that’s not the case.
The NPPA represents nearly half of all police officers in the province, representing nearly 5.5 million people, according to Statistics Canada.
In Canada, police services receive about two-thirds of their funding from the government, which funds about a third of the provinces budget.
That’s the same proportion the NPPA is receiving.
The other half of the funding comes from taxpayers.
When the NPpa took the helm of the police service in August, it also received an additional $2.5 billion in funding to help with training, staffing and equipment.
The rest of the NPpah’s funding comes in the form of annual fees paid to the province to pay for its policing.
That includes a $2,000 annual fee for police services that have a “service-related” component.
The police service has received more than $10 billion in total funding for policing since 2011, according a Statistics Canada report.
The fee has been increasing year after year.

He says the NP’s budget is now at $3.2 billion annually.

They’ve been paying for a major new building at the police academy.
They’re also building a new headquarters to handle the bulk of their staffing needs.
“It’s not just an investment in the police, it’s also an investment into policing,” says Deacon.
“For the last few years, there’s been an increase in calls for officers and the NPP has been able to make a significant dent in that problem.”
It also means the NP has access to a large pool of experienced officers who work at other departments to handle training and operations.
“In terms of policing and operations, we have more than 10,000 full-time employees that are part of our operational team,” says spokesperson Jennifer Schafer.

The report also says there’s a “growing sense of satisfaction” with the NP and a “strong commitment” to ensuring officers receive the best training possible.
In fact, they’re so confident in their ability to keep their jobs, they say they have created a special fund for police and their families that has a “50/50” ratio of money for training and support to training and family.
The money will go towards police overtime pay, uniforms, equipment, training and equipment, travel, food, health insurance, social support and other expenses, says the report.
“A lot of people don’t understand what they’re paying for and what the NP pays for,” says Schafer, adding that the NP is one of the few police services in Canada that offers its officers a retirement package.
“If you ask a retired officer what he wants to say, they’ll say they’re looking forward to retiring in about five years,” she says.
The amount of money paid to NP officers has grown steadily over the past decade.
“One of the things we do well is the number and the quality of the training we provide,” says Mark MacKinnon, a senior fellow at the CCPA.
“When the NP started, there were only a few people in the force that were experienced.
Now there are a lot more, and they’re getting better at it.”
